How is child support determined when a parent has no income?

It may seem strange, but parents with no income are still required to provide child support; child support payments can be made through a state's Temporary Assistance for Needy Families (TANF) program. TANF is a type of welfare program that allows families who have no income to get help paying for their basic needs and housing costs. The amount a family receives through TANF correlates with the number of people in the family and the parent's income level if any. The calculation is based on the state's TANF guidelines.
