What happens if someone refuses to sign divorce papers?

When someone refuses to sign divorce papers, it's not uncommon for the other person to believe that they're doing it out of spite, or some misguided sense of love. However, there could be a few reasons for their hesitation.

If one party has been verbally abusive, or otherwise mistreated the other person, then it could be that they don't want to give up their right to custody or visitation; another reason is if they have not yet reached an agreement about spousal support.
